Prospectus

How do government services respond to domestic violence against African Americans now compared to the beginning of the 19th century? As a minority, African Americans where treated a lot differently than whites during the beginning of the 19th century. To answer this question I would need to retrieve a lot information about various domestic disputes against African Americans during the 1900's. I would also need information about domestic disputes towards African Americans during the new millennium. I would also need to look at how African Americans where treated during that time compared to how they are treated today.

I like your idea, but I feel that its going to be difficulty to find information on this topic. You would need to get creative on your reporting to clearly indicate a particular bias like report average response times to particular incidents in black and white neighborhoods.

The first question have good potential that'd probably be closely tied to segregation. On the other part, I'm not so sure if they have incident documentation (police reports etc) at the turn of the century, esp ones that'd touch on domestic violence and race.
